Record-breaking separate waste collection

2023 was an extraordinary year for paper and cardboard recycling in Italy. According to the 29th Comieco Annual Report, in 2023, the separate collection of paper and cardboard in Italy saw a growth of 3% compared to 2022, reaching a total volume of over 3.7 million tons. This result represents a true milestone for the sector, reflecting the solidity and efficiency of the Italian collection and recycling system. Every Italian citizen contributed with an average of nearly 64 kg of collected paper and cardboard, setting a new national record. In particular, Southern Italy showed significant growth, with an average of 50 kg per inhabitant, demonstrating how commitment and cooperation among citizens, local authorities, and environmental service managers can lead to exceptional results.

The Comieco report highlights regional performances, emphasizing the differences among the various macro-areas of the country. In the North, Emilia-Romagna stands out with over 93 kg of paper and cardboard collected per inhabitant, followed by Tuscany in the Center with nearly 90 kg per inhabitant, and Sardinia in the South with more than 61 kg per inhabitant. These figures show that all macro-areas of the country contributed to the growth, albeit with different intensities. Northern Italy confirms itself as the region with the highest collection quantity, reaching nearly 1.9 million tons, with an increase of 2.8% compared to 2022. This result was mainly driven by Veneto (+9.9%), Emilia-Romagna (+2.7%), and Liguria (+8.1%), which offset the stability of the other regions and the slight decreases in Valle d’Aosta (-0.7%) and Trentino-Alto Adige (-0.2%). In the Center, collection grew by 1.5%, reaching a total of 871,000 tons. Lazio (+2.7%), Tuscany (+1.5%), and Umbria (+0.9%) were the regions that contributed the most to this increase, while Marches recorded a 2.2% drop, confirming the negative trend of the last two years. Southern Italy showed the most significant growth, exceeding 983,000 tons collected, with an increase of 4.5%. Among the southern regions, Sicily recorded the best performance with an increase of 9.9%, matching Veneto's percentage, and alone accounting for over half of the total volume increase in the South. Sardinia also saw a 3.2% increase, maintaining the best per-capita performance in the macro-area.

Rome and major cities

Among the major Italian cities, Rome deserves a special mention. The capital increased its paper and cardboard collection by 3,600 tons (+1.5%) compared to the previous year. However, there is still a large unexpressed potential, with an estimated margin of 80,000 tons/year that could be collected and sent for recycling. Despite the progress, there is still much work to be done to improve the quality of collection, especially among Roman households. The 29th Comieco Annual Report confirms that 2023 was a year of extraordinary success for separate collection and paper and cardboard recycling in Italy. By stripping away attractive branding elements, it aims to prevent impulsive purchases driven by external factors, encouraging instead a more rational evaluation of the product. Characteristics of plain packaging Plain packaging has been introduced with several key goals in mind: reducing product appeal: especially for items that could be harmful to health or considered damaging to society, such as tobacco and alcohol, aiming to discourage use and purchase by eliminating bright colors, suggestive imagery, or catchy slogans; fairness among manufacturers: particularly in industries dominated by major brands. By removing distinctive branding, small or emerging producers are given the opportunity to compete on equal terms with established marks, shifting the focus to product quality rather than brand status; promoting more informed purchasing decisions: without the influence of eye-catching branding, consumers are encouraged to evaluate products based on label facts, such as ingredients, nutritional values, and warnings. This fosters greater transparency and consumer awareness; environmental sustainability: by reducing packaging complexity and standardizing materials, resource consumption and waste production can be decreased. The regulation does not exempt such packaging from mandatory requirements. However, for some of these scenarios, significant technological limitations have been identified that might prevent the physical application of environmental labeling onto the packaging itself. In the explanatory note from the Ministry of Ecological Transition, two specific cases are highlighted: plain packaging in general, with particular reference to transport packaging and/or potential semi-finished items: for these types of packaging, the identification of the materials composing the packaging can be provided and communicated by the producer via the transport documents accompanying the goods, or through other external or digital supports; pre-wrapped packaging and variable-weight packaging for distribution: meaning variable-weight wraps frequently used at fresh food counters or self-service areas, which are finalized only once the food product is placed inside. In these instances, the info must be accessible via information sheets made available to end consumers at the point of sale (e.g., next to allergen information or via specific sheets placed by the counter) or on websites through predefined standard data sheets. Plain packaging represents an innovative perspective in the retail and manufacturing sectors. By standardizing the external appearance of packaging and reducing branding influence, plain packaging aims to foster more conscious buying decisions, protect consumers, and encourage competitive fairness among manufacturers.
