Paper and cardboard recycling: an unprecedented success in 2023
2023 was an exceptional year for paper and cardboard recycling in Italy, marking a historic milestone that surpassed all previous results. According to the report by Comieco, the National Consortium for the Recovery and Recycling of Cellulose-based Packaging, paper and cardboard recycling reached levels never seen before, establishing itself as the most recycled material overall in our country. This article will explore the numbers and reasons behind this success, highlighting the importance of separate waste collection and the commitment of citizens and companies in this virtuous process. The packaging recycling rate exceeded 90%, confirming that the European target of 85% set for 2030 was surpassed well ahead of schedule. This milestone demonstrates the effectiveness of the Italian collection and recycling system, which continues to improve year after year. Every Italian citizen collected an average of about 64 kg of paper and cardboard, bringing the overall collection volume to 3.7 million tons, with an increase of 107,000 tons compared to 2022. This volume is equivalent to the total municipal waste collected in regions like Valle d’Aosta, Umbria, and Basilicata. This exceptional result is the fruit of a collective commitment involving all stakeholders, from citizens to local administrations. Regional trends Despite the positive trend at a national level, performances vary depending on the regions. Sicily and Veneto recorded the highest increase, with +9.9% in paper and cardboard collection. Conversely, Marches saw a decrease of 2.2%, wearing the "black jersey" among Italian regions. However, it is the South that is driving overall growth, with an average increase of 4.5%, with all regions growing except for Abruzzo. Teamwork and positive impacts A particularly positive aspect is that the growth in collection occurred in a context of stability in waste production. This means that citizens have become better at separating waste, diverting it from unsorted waste and thus helping to reduce the environmental impact of landfills. Thanks to these efforts, Italy confirms itself as a leader in Europe for paper and cardboard recycling, a record that represents a source of pride but also an incentive to aim for even more ambitious goals. Future challenges Despite the successes of 2023, there are still margins for improvement. It is estimated that at least 700,000 tons of paper and cardboard waste still escape collection systems, of which 400,000 tons are in the Southern regions alone. The goal is to intercept these resources within the next 3-4 years, thus exceeding 4 million tons collected annually. To achieve this milestone, Comieco has already launched the "South plan", with extraordinary investments of 3.5 million euros destined to support local administrations in improving separate waste collection. Furthermore, the National Recovery and Resilience Plan (NRRP) allocated 106 million euros to the paper sector, with the aim of co-financing 58 recycling plants, 39 of which are located in the Center-South regions. These interventions will allow the collection, sorting, and recycling system to increase its industrial capacity. Collection quality In addition to increasing the collection quantity, it is essential to also improve the quality of the collected materials. Indeed, collection quality is crucial for the economic and environmental sustainability of recycling activities. In 2023, the foreign fraction within the collections decreased from 2.00% to 1.55%, but the problem of impurities persists, especially in the South, where 35% of household collections do not reach high quality standards. To address these critical issues, Comieco is already at work, also through the renewal of the ANCI - CONAI agreement for the 2025-2029 period, which will be fundamental to further improve collection quality across the country. 2023 was a year of great success for paper and cardboard recycling in Italy, but we must not stop here. The Comieco report data are encouraging, but they also highlight the areas where there is still room for improvement.
